I personally use Phonics and Word Study for Struggling Readers. It ranges from units that cover consonant sounds and develops up to affixes, syllable/vowel rules and more advanced spelling concepts.
I like it because my kids like it. If my students like something and don't complain about it, I am pretty happy as long as they are learning as well. Also, the assessment at the end of each unit is applying the lesson by finding words in a short story and an activity with that.

Making Words
Making Words is something that seems pointless but most of us have realized helps kids a lot. I use Patricia Cunningham's "Making More Big Words" and this is the worksheet I have made for students while they make their words:
